In 1945, the National Employment Service (NES) was conceived to resettle the demobilized defence service personnel and discharged war workers to their normal civil lives through stabilized employment. After Independence, the network of Employment Exchanges which took up this responsibility under the then Directorate of Resettlement & Employment (DGR&E) also managed to handle the unemployment issues of the population displaced from Pakistan. By 1948, the Directorate came to be known as Directorate General of Employment & Training (DGE&T) thus extending its services to all categories of Jobseekers. By November 1956, in pursuance of recommendations of the Training and Employment Service Committee (Shiv Rao Committee set up in 1952), the administrative control of the Employment Exchanges was given to individual State/Union Territories.

Under the Directorate, Schemes like Craftsmen Training Scheme (CTS) and Apprenticeship Training Scheme (ATS) were introduced by Government of India. The purpose of the schemes were to prepare the unskilled population for better employment opportunities. The training programmes under the directorate focused on imparting dynamic technical and industrial attitude to its trainees. In 1956, the administrative control of training Schemes like CTS were transferred to the State/Union Territories.

Gujarat being an industrially rich state has presently set up its skilling centres reaching across to almost all demography. With 788 ITIs, 500 KVKs, 5115 ATS centres, 617 VTCs, and 48 Employment Exchanges the state is taking the vision of its pioneers to soaring heights.
